WIDE AREA NETWORK (WAN) AND SERVICES RFP: The primary goal of this RFP is to secure the most reliable, efficient, and cost effective WAN, Internet access service for students and teachers in Fredericksburg City Public Schools and remain in compliance with all rules, regulations, filing and application procedures and deadlines of the Universal Service Administrative Company, Schools and Libraries Division. Cost will be the primary factor but not the only factor in the selection of the Vendor. Fredericksburg City Public Schools is accepting bids for a Fiber Wide Area Network (WAN) to connect five school sites. Bids may also include other WAN technologies if fiber proves to be non-cost effective. Vendors may bid on one or all requests of the RFP. Fredericksburg City Public Schools will also consider Self-Provisioned Fiber, Leased Dark Fiber and Lit Fiber options specified in Attachments 1, 3 and 4. Bidders are encouraged to offer installment options for fiber purchase of three or four years. Self-Provisioned Fiber bidders must estimate annual maintenance costs and outage repair estimates. A contract will be awarded for an initial 36-month period (July 1, 2018 June 30, 2021) contingent upon approval of E-rate funding availability on an annual basis, with the school system having the option of two one year extensions July 1, 2021 to June 30, 2022 and July 1, 2022 to June 30, 2023. Fredericksburg City Public Schools will exercise options at their discretion provided pricing remains the same as originally agreed upon, Vendor continues to meet all other requirements, the school system continues to be funded through the E-rate program, and when executing the Options does not violate bid laws or E-rate guidelines.

An escorted facilities site visit will be conducted on February 16, 2017 beginning at 9:00 am. Interested individuals to gather at the Executive Plaza 601 Caroline Street STE:100, Fredericksburg, VA 22401, no later than 9:00 am. Un-escorted site visits are not permitted.

You should gather at the Executive Plaza 601 Caroline Street STE:100, Fredericksburg, VA 22401, no later than 9:00 am. No appointment is needed. If you do not attend the visit, you can still submit a proposal, but you will not have an opportunity to see the sites we would like to connect. Any questions asked, will be posted on the website so everyone responding has an equal opportunity.

  2. Site Visit – 2/16/2017

    Segment 1 –
    Existing 2” or alternate 4” conduit can be used to enter Walker-Grant Center from Ferdinand Street. No path exists to Lafayette Upper Elementary School. Existing conduit can be used to enter Lafayette Upper Elementary school from Learning Lane.
    Segment 2 –
    James Monroe High School has an existing (city owned) conduit path to the drive way at Hugh Mercer Elementary School. An existing pull box between the police department and the school can be connected to the pull box on Cowan Blvd and used for this project.
    Segment 3 –
    James Monroe High School has existing conduit to Washington Ave. No conduit path exists between James Monroe High School and Walker-Grant Center. Existing (city owned) conduit can be used to enter Walker-Grant Center from Ferdinand Street.
    Segment 4 –
    Lafayette Upper Elementary School has an existing (city owned) conduit path to Walker-Grant Middle School.

    General Comments –
    Crossing the railroad may be able to be accomplished by using an abandon sewer line. (location has not been determined)

    1. In order to have School Board approval in the April meeting and to meet USAC’s May deadline we are unable to deviate from the timeline listed in the RFP. No extension can be granted for submitting proposals for this project.
